Background

The Powell family are supporting a fund to offer grants and scholarships in recognition of the work of the late Ross and Andy Powell in volunteering, education and agriculture. These areas represent collectively the passions of Ross and Andy and are a fitting legacy of their efforts in the Timboon and Port Campbell communities.

The DemoDAIRY Foundation (DDF) has agreed to administer the Powell Legacy Fund (PLF) using a structure and processes that complies with rules for charitable foundations, as well as an accepted set of guidelines that provide direction for a local sub-committee entrusted to select appropriate recipients. The DDF complies with governance and compliance requirements for a philanthropic foundation and is a registered charity.

About $150,000 of funds have been committed to support the Fund.

Scholarships and Grants

The Powell Legacy Fund will be used for activities that fit within the goals and purposes of the DDF. The requirements for Powell scholarships and grants are set out below with guidelines for applicants to apply for funds.

The three areas of education, volunteering and agriculture are the focus of scholarships with an emphasis on furthering skills and contributing to the community. Financial support can be offered across a broad range of activities that meet these criteria and that fit within the purposes of the DDF.

Examples of grants for each of these categories will have an emphasis on furthering skills and contributing to the community:

Education

  • Scholarship for an individual for up to three years to financially assist their post-secondary education. The funds will be disbursed for purposes agreed with the sub-committee.
  • Attendance at a conference, workshop, seminar, training program (travel, accommodation, registration)
  • Support the purchase of resources required to develop skills
  • Attendance at leadership programs
  • Contribution to the cost of holding a discussion group meeting on farm

Agriculture

The guidelines would be similar to those currently applying to DDF scholarships and grants as outlined on this DDF website.

Volunteering

  • Costs to complete courses to upgrade volunteer technical or management skills.
  • Costs associated with attending and contributing to support roles, such as event management, skill upgrading or participant safety activities, for volunteer activities locally, nationally or internationally (eg. sporting clubs, community aid programs, emergency services)

Individuals participating directly in volunteer organisation activities will not be supported.

Profile of Eligible Applicants

The  focus is on supporting young people as they transition from secondary school to post-secondary education. There will not be a defined age group.

Grant and scholarship applicants will have increased their likelihood of being successful if they can demonstrate that they are active volunteers.

Students applying will be residents of the Corangamite Shire or can demonstrate recent affiliation or links with the Port Campbell or Timboon communities.

Scholarship and Grant Amounts

Up to $5,000 annually to a total of $10,000 will be granted to three or four school leavers pursuing post-secondary education (VET or tertiary). These funds must be used for agreed purposes. Candidates who demonstrate significant financial hardship will be favoured.

Ideally, scholarships will be awarded at the commencement of study courses in each new year, however applications for other grants may be considered at any time.

Selection and Review Process

A local sub-committee has been appointed to represent the three areas that will be the focus of grants and scholarships, namely education, volunteering and agriculture.

The Timboon P-12 School, Port Campbell Surf Lifesaving Club and other appropriate local organisations (such as the Port Campbell discussion group) are members of the sub-committee supported by Mr. Chris Hibburt. Sub-committee members  identify and select candidates for PLF grants and scholarships.

As with other DDF scholarships and awards partners, the DDF will consider the advice of the local PLF sub-committee and their processes to award and deliver scholarships and grants.

Grant and scholarship winners will be announced and recorded on this website which is regularly updated.

Administration of Powell Legacy Fund

Administration

The PLF sub-committee will review eligible applications and recommend to the DDF Board which scholarships and grants should be funded. The sub-committee may also recommend what reports/presentations that the successful applicant must make as part of their activity.

Once confirmed by the DDF Board, the successful applicant will be contacted by the DDF secretary to finalise payments of the scholarships/grants. The DDF secretary will be responsible for ongoing administration of the scholarship or grant.

Any significant issues which may affect implementation of the cholarship/grant will be referred back to the PLF sub-committee for their advice.

Reporting

Each half year, the DDF will provide a summary of investment incomes and grant and other agreed expenditures to the PLF sub-committee. This will include an annual report and uploading of this annual report to the ACNC web-site.

Management of Powell Legacy Fund Capital

The Powell funds will be held in a separate account at the Cobden and District Community (Bendigo) Bank in Cobden which requires two signatories. The funds will be invested in similar income earning accounts to the those used for the Foundation’s own funds.
